Registry vs Mutation in Punjab, Pakistan: Understanding Property Records

Distinguish registry, mutation and Fard in Punjab property transactions, reconcile record references and plan the evidence needed after a transfer.

By MarkMyProperty · Updated

Coverage: Punjab, Pakistan; the applicable transfer route depends on the property, record system and transaction.

Three records, three practical questions

Buyers often receive a file described simply as “property papers”. To make it useful, separate the transaction document, the land-record update and a current record extract. Ask what each document records, who issued it and how it relates to the property being sold.

In Punjab, a registry concerns registration of a transaction document, mutation concerns updating the relevant land record after a change, and a Fard provides record information. They are connected steps or records, not interchangeable guarantees that the seller can transfer the advertised plot.

Use a document comparison table

Record the actual references from the property file. The labels below explain a review method; they do not prescribe every document required for all transactions.

Questions for a Punjab property file
RecordQuestion to investigateWhat to compare
RegistryWhat transaction was registered?Parties, property description, date and document reference
MutationWhat change was entered in the land record?Previous and new interests, parcel references and status
FardWhat does the requested record show?Owners, shares, extent and relevant references

Check the transaction before assuming an update is complete

Ask a local property lawyer to examine the deed, the parties’ authority and the rights being transferred. Compare the unit or parcel, ownership share and consideration with the agreed terms. If an attorney, heir or joint owner is involved, the authority and consent questions need specific review.

PLRA publishes mutation guidance and provides registration services. Ask the relevant office what route applies, what supporting evidence is needed and how you can confirm completion. An application receipt and a completed record update describe different stages; keep their dates and status separate.

Reconcile the references and the sequence

Arrange the documents in date order. Identify the acquisition that explains the seller’s interest, any later change and the proposed sale. Then compare the record extract with that sequence. If a deed and Fard show different names or shares, ask why before deciding that the paperwork is routine.

Some properties involve separate housing-society or development-authority records. Confirm what those records establish and which transfer procedure governs the offer. Do not apply a generic revenue-record explanation to a property that requires a different administrative process.

  • Record the transaction reference and registration status.
  • Identify the relevant mutation reference and its status.
  • Obtain the current record appropriate to the property.
  • List every name, share or parcel-description discrepancy.

Worked example: a receipt is not the final record

This fictional example demonstrates a status check, not a ruling on ownership.

Fictional transfer timeline

Registered deed supplied; update status unclear

A buyer is shown a registered deed and a mutation application receipt. The supplied Fard still names a prior owner. The file might reflect an incomplete update, an old extract or another issue; the buyer should not guess which explanation is correct.

Ask the office for the application status and obtain the record that evidences the completed change, if applicable. Have the lawyer reconcile the documents and advise on any unresolved problem. Record a pending task as pending until the correct evidence arrives.

Keep a completion file for future use

Agree which originals, certified copies, receipts and updated records will be delivered, by whom and at what stage. Store them in an indexed file with the property description and advisers’ findings. That file is easier to review later than a collection of undated photographs.

Use the map to compare the advertised location and plan inspections, but preserve the distinction between a lister’s outline and official parcel evidence. Before committing funds, resolve questions about possession, boundary, access and the seller’s authority through the appropriate local checks.

Frequently asked questions

Are registry and mutation the same thing?

No. They concern registration of a transaction document and updating the relevant land record. Ask which stages apply to the particular Punjab property transaction.

Does a mutation application receipt prove the update is complete?

No. Confirm the current status and obtain the appropriate completed record rather than treating an application as a final result.

Can society property use different records?

Yes. Determine the authority and transfer system for the actual property, and have the documents reviewed in that context.
