Togo Property Buying: Parcel Plan Review vs Land Title

Separate Togo parcel-plan preparation and review from the land-title process, identify the applicable request route and collect the supporting property documents.

By MarkMyProperty · Updated

Coverage: Togo official land-registration service and OTR Guichet Foncier Unique guidance; current applicant eligibility, approvals and transaction requirements need property-specific advice.

Identify the property and registration route

Togo’s official public-service page describes land immatriculation for an unregistered property and separates judicial and administrative routes. Begin by asking the adviser which route and document set concern the candidate property.

Keep the actual property references, seller’s documents and advertised interest together. A buyer should not assume the same process applies to a currently titled parcel, an unregistered interest or a proposed portion. Identify what is offered before ordering the relevant enquiry.

Keep the parcel plan and its review stage distinct

OTR’s January–June 2025 publication describes a parcel plan prepared by an approved private surveyor and a review producing an avis favorable before the final plan stage. The official service page also refers to a plan endorsed by the cadastre among its supporting materials.

Ask the adviser which actual plan, review and endorsement evidence is available for the candidate parcel. A draft drawing should remain labelled as a draft. Its existence should not be treated as the issued title or a completed registration result.

  • Identify the actual registration route and parcel.
  • Collect the plan and relevant review or endorsement evidence.
  • Keep plan preparation separate from issued-title evidence.

Connect supporting rights documents with the request

The official service describes supporting acquisition or rights documents and other materials depending on the route. OTR’s publication places the plan stage within the wider Guichet Foncier Unique process. Ask which current documents, applicant authority and approvals the actual file needs.

This guide does not quote fees, promise a title-processing period or make a blanket foreign-buyer eligibility statement. Keep a missing acquisition document, unexplained interest or relevant party authority visible. A favourable result for one technical stage should not silently become completion of all legal stages.

Fictional example: a plan with a favourable opinion

This original worksheet makes no finding about a Togolese plot or issued title.

Fictional plan-to-title timeline

The buyer asks which stages are completed

A buyer receives a parcel plan and a favourable review reference for an offer. The adviser asks which supporting rights documents, final-plan evidence and registration stages concern the actual parcel.

The worksheet keeps the plan review, acquisition evidence and issued title or other result separately. The buyer does not treat a technical opinion as the complete proof of the seller’s transaction authority or final land-title position.

Complete the practical purchase investigation

Arrange appropriate condition, boundary, access and intended-use checks and ask which enquiries should be current before commitment. Relevant technical and registry documents do not inspect improvements or approve every proposed building activity.
