Deed Registration vs Bim Saviya Title in Sri Lanka: A Property Buyer’s Guide

Identify whether a Sri Lankan parcel uses deed registration or Bim Saviya title registration, and organise the registry, survey and transfer evidence to check.

By MarkMyProperty · Updated

Coverage: Sri Lanka; Bim Saviya implementation and the relevant deed or title registry must be established for the specific parcel.

Identify the registration system for the land

A Sri Lankan property file may concern deed registration or title registration under the Bim Saviya program. Ask the seller and notary which system applies to the exact parcel and request the record references. The two regimes should not be treated as interchangeable because both involve a document supplied by a land office.

The Registrar General’s Department describes Bim Saviya under the Registration of Title Act No. 21 of 1998, linking registered title to a unique reference and cadastral plan. Its separate deed-registration service concerns documents for land transactions. Have the notary explain what those records establish for the proposed purchase.

For deed-registered land, investigate the document chain

Ask the notary which earlier deeds, registry searches and seller-authority evidence are required. Match the property description, parties, extent and relevant interests through the file. The fact that a deed is registered does not remove the need to understand how the seller acquired the rights now offered.

For inherited, jointly owned or represented property, obtain the applicable authority and consent evidence. Keep original documents, certified copies and informal copies labelled clearly. Ask about inconsistent names or descriptions before scheduling the execution or price payment, rather than expecting registration day to resolve missing history.

  • Confirm deed or title registration for the parcel.
  • Record the correct registry and document references.
  • Check the seller’s right and signing authority.
  • Identify missing links and inconsistent property descriptions.

For Bim Saviya land, use the title record and plan

Request the relevant title-certificate and register information, then match the reference to the cadastral parcel. The Registrar General’s Department publishes title-transaction guidance and identifies offices where the program operates. Confirm the appropriate records and procedure for the actual location rather than applying one office’s assumptions nationwide.

Ask the notary how the proposed transfer and any recorded interests are handled under that system. Read the current record and applicable documents together. A seller’s statement that the land is being brought into Bim Saviya should be distinguished from an already issued title and the steps required to transfer it.

A fictional registration-stage comparison

This example explains a question to ask and does not make a title determination.

Reconcile the registered parcel with the site

Arrange suitable survey and physical checks for the parcel’s extent, boundaries, access and occupation. Ask how discrepancies between the plan, deed or title record and the site affect the purchase. The applicable registration system does not make a listing pin or informal fence an official boundary determination.

Browse Sri Lanka property offers by location, then record the applicable registration system beside each shortlist entry. MarkMyProperty does not conduct registry searches or issue Bim Saviya certificates. The advertised location helps organise viewings while the notary, registry and survey evidence establish what needs to be reviewed before commitment.
