Romania Property Buying: Carte Funciară Informare vs Autentificare
Understand Romanian land-book extracts for information and notarisation, match the cadastral number and prepare a practical property purchase file.

Coverage: Romania land-book enquiries; notarial transaction documents and unresolved registration matters require advice for the particular property.
Identify the purpose of the extract
ANCPI distinguishes an extras de carte funciară pentru informare from an extract for autentificare. The information extract describes the cadastral and legal position when it is produced, including property description, ownership and possible charges. It is useful for preparing a purchase investigation.
The agency states that the autentificare extract can be requested only by the public notary for the relevant notarial acts. Do not assume the information copy you download yourself replaces the document the notary must obtain for the transaction. Ask the notary to explain the sequence and timing.
Match the cadastral and land-book references
Collect the land-book number and cadastral or topographical number from the seller’s papers. Put the apartment, parking, storage and any separately described land on different lines. A marketing address can be shared by several units whose records need to be checked individually.
Record the extract’s issue date and preserve the original electronic file. ANCPI’s local-office guidance explains that an online information extract is digitally signed and that printing changes how another institution may accept it. Give the notary the actual document rather than only a photograph of selected entries.
- Copy the exact land-book and cadastral references.
- Record the document purpose and date.
- Keep the signed electronic file and relevant attachments.
Read the result as a dated position
Ask the adviser to explain ownership entries and any charges relevant to the proposed purchase. Note which matters must be resolved, what evidence will be supplied and who is responsible. An information extract reflects its production time, so it does not predict the position on a later signing date.
If identifiers were entered incorrectly or the record cannot be obtained automatically, use the authority’s instructions to resolve the enquiry. An access problem is not proof that the property has no record or no charges. Keep the task open until the correct property information is available.
Fictional example: an old extract in a new sale pack
This original exercise does not concern a real Romanian property.
The seller’s copy predates a recent event
A buyer receives an information extract produced before the seller mentions a later financing arrangement. The buyer keeps the old extract as historical paperwork and asks for current information and the adviser’s explanation of the later event.
The notary is asked which transaction-specific extract and checks are required before signing. The buyer does not rewrite the old document’s date or treat its earlier position as a promise about completion.
Complete the physical and transaction checks
Ask separately about condition, permitted use, access and the inclusion of any accessories. Keep those answers next to the land-book enquiry so that an official extract does not become a blanket assurance about the building or your intended renovation.
