Mozambique Urban Land: DUAT Documents and Development Questions
Separate Mozambican DUAT document stages, connect land and improvements with register evidence and ask about relevant local development conditions for vacant land.

Coverage: Mozambique government urban-land guide and a dated Marracuene municipal notice; current rights, local conditions and acquisition requirements must be confirmed for the actual property.
Identify the actual DUAT document stage
Mozambique’s government urban-land guide distinguishes Direito de Uso e Aproveitamento da Terra, DUAT, provisional authorisation and the title associated with definitive authorisation. Begin by asking which actual document and stage the candidate offer involves.
Keep the parcel reference, holder, permitted purpose and relevant conditions with the advertisement. A broad phrase about land ownership should not replace an explanation of the right offered. Confirm the current competent process rather than treating every older guide step as an unchanged application instruction.
Connect the land and improvement records
The guide separately describes municipal cadastral information, registration of the DUAT and evidence concerning buildings or other permanent improvements. Ask the adviser which documents connect the land interest with the house or infrastructure included in the offer.
If an advertised building or accessory is not explained by the supplied file, preserve the discrepancy. Keep the document date, reference and scope beside each component. An image of a completed building does not establish how its relevant land and improvement records relate to the proposed acquisition.
- Identify provisional, definitive or other actual document stage.
- Collect parcel, holder and relevant use references.
- Connect land and improvement evidence separately.
Investigate relevant local use conditions
A February 2026 Marracuene municipal notice asks the affected landholders to use their plots according to the purpose of the DUAT and addresses possible reversion subject to the relevant legal process and protections. Read it as a dated, local notice, not a universal deadline for all Mozambican land.
For a vacant or partly developed candidate, ask whether any applicable notice, use condition or outstanding legalisation matter concerns that actual parcel. Do not assume that unused-looking land is freely transferable or already reverted. The adviser and competent authority must establish the specific right and procedural position.
Fictional example: an undeveloped urban plot
This original exercise makes no finding about a Mozambican DUAT or municipal decision.
The buyer asks about the actual parcel conditions
A buyer receives an offer for an undeveloped urban plot. The adviser asks for the actual DUAT documents, authorised purpose and information about any relevant local notice or outstanding development condition.
The worksheet keeps document stage, registered information and use questions separately labelled. The buyer does not apply a Marracuene notice automatically to another municipality or infer the property’s legal position from its empty appearance.
Complete the transaction and practical checks
Ask which seller-authority, acquisition-eligibility and current-rights evidence must be available before commitment. Arrange appropriate boundary, access, condition and intended-use enquiries. A guide or notice does not inspect improvements or decide an individual transfer permission.
Browse Mozambique listings through the country links below and record the actual municipality for each candidate. Compare equivalent rights, conditions, components and area definitions. MarkMyProperty supports discovery and comparison; its map pin does not certify DUAT status, legal boundaries, development compliance, completed registration, reversion or seller authority.

Frequently asked questions
Should provisional and definitive documents be labelled identically?
The government guide distinguishes document stages. Ask the adviser to establish the actual right and current position.
Does the Marracuene notice create a nationwide deadline?
No. It is a dated local notice. Establish whether any relevant condition or notice concerns the actual parcel.
Does an empty-looking plot establish its transfer or reversion position?
No. Obtain the actual rights, conditions and competent evidence rather than deciding from appearance.
