Mauritius Non-Citizen Property Buying: Scheme and Funding Checklist
Identify the Mauritian acquisition route, scheme and first-sale or resale context before applying funding guidance or relying on a developer’s payment proposal.
By MarkMyProperty · Updated
Coverage: Mauritius official non-citizen property guidance and EDB scheme-payment FAQ; current eligibility, approvals, funding and registration requirements must fit the actual purchaser and transaction.
Identify the acquisition route before planning payment
Mauritius’s official Non-Citizens (Property Restriction) Act service guidance addresses acquisition interests and application routes. It also distinguishes business or industrial applications involving the Economic Development Board, EDB. Ask the adviser which actual route and approval context apply to the proposed property.
Keep the purchaser, property interest, intended use and relevant scheme together. A brochure saying a home is available to overseas buyers does not explain the precise legal route or conditions. Ask which authority and documents establish the eligibility of the actual purchaser and acquisition.
Record the scheme and sale type
EDB’s February 2025 payment FAQ addresses IRS, RES, IHS, PDS and SCS acquisitions, with separate questions about first sales, resales and Ground+2 apartments. This is useful classification information before discussing which published funding provisions apply.
Ask the notary to identify the scheme and sale type in the transaction documents. Do not apply one scheme’s payment explanation to every property offer. Keep an unclear classification as a missing answer until the appropriate evidence is available, rather than selecting whichever rule makes a proposed budget look easiest.
- Identify the acquisition route and applicable scheme.
- Record first-sale, resale or another relevant context.
- Ask the notary which current payment rules apply.
Keep funding origin, payment currency and approval separate
The EDB FAQ distinguishes funds transferred from abroad, payment-currency questions and specified circumstances concerning locally held funds. It also addresses the dates of authorisation letters and sales documents in explaining the amendments. Ask the notary and relevant bank how the current rules apply to the actual file.
Keep those questions separate from the property price and acquisition approval. This guide does not prescribe a universal loan threshold, promise residency or declare a particular payment arrangement eligible. Preserve the applicable approval, contract dates, source-of-funds evidence and professional explanation together.
Fictional example: a resale and a first-sale brochure
This exercise is invented and contains no Mauritian price, currency or financing recommendation.
The buyer asks whether the same payment explanation applies
A non-citizen buyer compares a developer’s initial sale with a resale offer. The buyer records the actual scheme, sale type and approval documents for each, then asks the notary which current funding and currency provisions concern the two transactions.
The worksheet keeps the advertised prices, payment proposals and applicable rules separately labelled. The buyer does not copy a first-sale explanation into the resale file or assume an earlier authorisation removes every later document question.
Complete the title and practical investigation
Ask which title, seller-authority and registration evidence is needed before commitment, alongside the actual funding and approval requirements. Arrange appropriate condition, access, measurement and intended-use checks. A scheme or payment explanation does not inspect the property or establish the complete rights offered.
Browse Mauritius listings through the country links below and compare equivalent acquisition interests, components and conditions. Retain the scheme, sale type and document dates for each candidate. MarkMyProperty supports discovery and comparison; it does not certify eligibility, approval, payment compliance, residency entitlement, title or seller authority.

Frequently asked questions
Should one funding rule be applied to every Mauritius property?
Identify the route, scheme and sale type first. EDB’s FAQ separately addresses named schemes, first-sale/resale questions and Ground+2 apartments.
Why record authorisation and sale-document dates?
The published FAQ uses those dates when explaining the amendments. Ask the notary which current provisions apply to the actual transaction.
Does this guide promise approval, a loan or residency?
No. Obtain advice on the actual purchaser, acquisition route, current conditions and supporting evidence.
