Latvia: income tax on selling real estate
The State Revenue Service says that from 2025 a capital gain is taxed at 25.5 percent. A flat held more than 60 months, with a declared residence for 12 months, is a different answer on the same page. A cadastre restriction check is a different document.

Coverage: Latvia. The State Revenue Service catalogue of questions on personal income tax from the sale of real estate, published 3 October 2022 and updated 1 August 2026, fetched on 2 November 2026. It is not the cadastre restriction guide.
The search is nodoklis from a sale
On 2 November 2026, the State Revenue Service page Iedzīvotāju ienākuma nodoklis (nodoklis no nekustamā īpašuma pārdošanas ienākuma) was fetched. It was published on 3 October 2022 and updated on 1 August 2026. One answer says that from 2025 a capital gain is taxed at 25.5 percent. The same answer says a non-resident who sells to a person carrying on registered business, such as a merchant, a farm, an individual undertaking, an association, or a foundation, has 3 percent withheld by the payer and paid into the state budget. If the buyer is a natural person who is not carrying on business, the non-resident calculates and pays the tax. The capital-gains declaration is filed with the State Revenue Service by the 15th of the month after the income is received.
A separate answer says the tax is payable if the flat is sold for more than it was acquired. To find the income, the acquisition value, documented investments such as repairs and improvements, and the costs of confirming the property in the land register are subtracted from the sale price. The tax is calculated on that difference. If the total income from capital-asset transactions in a quarter exceeds 1,000 euro, the tax is paid by the 23rd. If it does not exceed 1,000 euro, the tax is paid by 23 January.
A declared home and a 2024 contract are different answers
The page answers a question about income received in 2025 from selling a flat that was registered in the land register in 2019 and in which a residence was declared throughout those years. The answer says income tax is not payable on that 2025 income, because the flat was owned for longer than 60 months from its land-register registration and, for 12 consecutive months until the sale, a residence was declared there that was not declared as an additional address. A different answer, about a sale for public needs, uses a 60-month test or a reinvestment within 12 months. This page does not treat those two answers as one rule. Another answer says that if the sale contract was concluded in 2024 and the money is received in 2025, the 20 percent rate applies when the declaration annex on transactions started in one tax year and not finished in that year was filed by 2 June 2025.

Those sentences are that State Revenue Service page. They are not the cadastre restriction guide, which was not rewritten. A pin or a contact reveal does not establish title, and a sale price is not by itself the taxable income. This page does not set out a declaration.

Frequently asked questions
What rate does the page state for a capital gain from 2025?
25.5 percent. A contract concluded in 2024, with the money received in 2025, can stay at 20 percent if the unfinished-transaction annex was filed by 2 June 2025.
When does the page say a 2025 flat sale is not taxed?
In the answer about a flat registered in 2019: it was owned for longer than 60 months from land-register registration, and a residence that was not an additional address was declared there for 12 consecutive months until the sale.
Does a pin on a Latvia listing replace the land register or this tax?
No. A pin, an outline, or a contact reveal does not establish title or ownership.
