Norway: dokumentavgift when title is registered

Skatteetaten says document duty is 2.5 percent of the property’s sale value at registration. The 2026 circular says it is a revenue charge, separate from the registration fee. A grunnbok extract is a different document.

Coverage: Norway. The Skatteetaten page on dokumentavgift and the Tax Directorate circular for 2026, dated 1 January 2026, fetched on 2 November 2026. It is not the grunnbok and matrikkel guide.

The search is dokumentavgift

On 2 November 2026, the Skatteetaten page on dokumentavgift was fetched. It says document duty is payable on registration of a document that transfers title to real property. The rate is 2.5 percent of the property’s sale value at the time of registration. Kartverket collects it. Kartverket decides, in the first instance, questions of whether the duty applies and of the base. A complaint against that decision goes to the Tax Directorate.

The same page gives examples of exemptions: a transfer of title to real property between spouses, a transfer of real property to a spouse on division of the community property on separation or divorce, a transfer of the shared home between cohabitants when the relationship ends, and inheritance in accordance with the Inheritance Act. The page says there are some exemptions, and it presents those four as examples.

The duty is not the registration fee

The Tax Directorate’s annual circular on document duty for 2026, dated 1 January 2026, says the duty is a special duty to the state treasury, payable on registration of a document that transfers title to real property, including a building on another person’s land and the accompanying lease of the plot. It says the Storting adopts the duty each year, and that the duty is 2.5 percent of the property’s sale value. It says the purpose is to raise revenue for the state. The duty is not meant to cover the state’s cost of registering real property. That cost is covered by the registration fee.

Those sentences are that Skatteetaten page and that 2026 circular. They are not the grunnbok and matrikkel guide, which was not rewritten. A pin or a contact reveal does not establish title, and an asking price is not by itself the sale value at registration. This page does not set out a registration.
